To be used during calm wind conditions and tailwind components up to 5 knots.

Runway 19L may also be used for Departures to the South or VFR traffic. Opening of Runway 19R is optional.
Washington Dulles International Airport is surrounded by class B airspace. Aircraft operating in class B airspace receive services as outlined in 7110.65 Chapter 7, section 9.
VFR Local Pattern Example:
Cleared through the Washington Class Bravo Airspace, expect left traffic runway 19L, pattern altitude 1,000’ft, squawk 03xx.
VFR aircraft leaving:
For patterns, RWY’s 1R and 19L are preferred.
Clearance Delivery is only responsible for entering flight plan information and issuing a squawk code. Local Control must issue the Class B airspace clearance.
All VFR Departures shall be instructed to “fly runway heading” during their Class Bravo clearance.
