Welcome to the Harry Reid International Airport SOP.
This manual provides guidelines for the control of air traffic at the Las Vegas Tower. All air traffic personnel are required to be familiar with its contents. These procedures supplement the Air Traffic Control Handbook, Order 7110.65, and the Facility Operation and Administration Handbook, Order 7210.3. If you encounter a situation not covered in this manual, utilize your best judgment and bring the situation to the attention of the ARTCC manager.

Southern California TRACON and Las Vegas (L30) TRACON have a Letter of Agreement detailing required routes between SOCAL and L30:
Maximum altitude FL280, lower is acceptable. Higher available only on pilot request Enroute.

Las Vegas International airport is surrounded by class B airspace. Aircraft entering class B airspace VFR require a clearance in accordance with 7110.65 Chapter 7, section 9.
All VFR aircraft departing Las Vegas Class B airspace shall be issued the appropriate clearance for direction of flight:

If a ground or tower controller is online, coordinate with them before issuing a VFR pattern clearance to ascertain which runway is in use and any additional requirements they may have (such as squawk codes or position reporting requirements).
The traffic pattern altitude (TPA) is 3000ft for helicopters and 3500ft for all other aircraft.
Runway 26R is preferred unless an operational or safety advantage can be gained by use of another runway.
Aircraft should be instructed to squawk 1200 and maintain VFR at or below 3000ft (helicopters) or 3500ft (other aircraft) unless otherwise instructed by the ground, tower, approach, or center controller
An example traffic pattern clearance for fixed-wing class-P aircraft on runway 26R may read:
Cleared to operate within the Las Vegas class Bravo airspace. Maintain VFR east of runway 19L at or below 4000ft. Pattern altitude 3500ft, right traffic runway 26R. Squawk 1200.
SVFR operations in weather conditions less than basic VFR minima are authorized per 7110.65 7-1-5
MAINTAIN SPECIAL VFR CONDITIONS AT OR BELOW (altitude).
CLIMB TO VFR
CLIMB TO VFR WITHIN (name) SURFACE AREA/WITHIN (a specified distance) MILES FROM (airport name) AIRPORT, MAINTAIN SPECIAL VFR CONDITIONS UNTIL REACHING VFR.
Unpowered aircraft (gliders, sailplanes, etc.) are prohibited at Las Vegas International Airport.

Ground control owns all movement areas (including closed runways) except the taxiways located between runway 01R/19L and 01L/19R, 08R/16L and 08L/26R.
Pilots may be cleared to “Pushback at your discretion” after receiving IFR/VFR clearance from the appropriate controller so long as the pilot can be reasonably assured that they will not collide with any other aircraft, building, or ground personnel and monitors the frequency of the appropriate controller.
If closed traffic/pattern work is requested, coordinate with the Tower controller (if online) before issuing taxi instructions. If no tower/approach controller is online, then after taxi and before takeoff issue the following:
Tower control services unavailable. Report pattern legs on advisory frequency 122.8. Takeoff at own risk. Good day.

Local Control owns all active runways, the taxiways located between runway 01R/19L and 01L/19R, 08R/16L and 08L/26R. and the airspace as depicted in the image below:
Select the most suitable runway configuration based on prevailing weather conditions. During wind conditions less than 10kt Tailwind, Standard operations shall be used used unless another configuration is operationally advantageous.
Standard operations (Tailwind up-to 10kts): Departures 26R Arrivals 26L 19R
Aircraft parked west of runway 19R with a wake turbulence of “Light” may be assigned 19R for departure.

KL30_APP is referred to as Las Vegas Approach .
Typical departure clearance after takeoff:
Radar Contact, Climb and maintain FL190.
KL30_APP will hand off traffic no later than FL180 to Los Angeles Center (KZLA) or UNICOM.
