Ground is responsible for all taxiways. Aircraft do not need push and start or clearance to move on the ramp. Simply “advise when ready to taxi.”

Aircraft should be advised to climb to 1800 then climbing left turn to 4000 on heading 290 and handed off to the approach or center controller if available.
